REPORTS TO: County Engineer

Full-Time (37.5 hours / week); Non-exempt Position

Full Wage Range: $5,183.78 - $6,544.40 per month

Hiring Wage Range: $5,183.78 - $5,824.50 per month

JOB SUMMARY: Serves as Pend Oreille County's road log manager. The position is responsible for the administration, collection and processing of all traffic-related inventories. Will manage roadway assets utilizing GIS software and process the roadway inventory for yearly submittals to the County Road Administration Board (CRAB).

EDUCATION AND EXPERIENCE:  

  1. A bachelor’s degree in GIS, Photogrammetry, Civil Engineering or related field.  Substitution may be made in any combination of experience, education, or training which would provide the level of knowledge and ability required.
  2. Experience with ESRI GIS Mapping Software
  3. Civil 3D Drafting/Design experience preferred. 
  4. Preferred experience with the AASHTO Highway Safety Manual and MUTCD.

KNOWLEDGE AND ABILITIES:

  • Ability to use computer applications for word processing, database applications, spreadsheets, GIS mapping, and engineering design and surveying software required.
  • Ability to implement and operate traffic counting devices and software.
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
  • Ability to read, interpret and apply a variety of work-related laws, rules, regulations, policies and procedures.

ESSENTIAL FUNCTIONS: 

  1. Manage, collect, and prepare data for reports related to the County’s Road Log.
  2. Administer the collection and compilation of traffic-related data, including traffic counts, pavement ratings, traffic signs, markings, guardrails, culverts, and cattle guards.
  3. Oversee the annual road construction program database.
  4. Maintain Right of Way Plans and survey records, inputting linework and attributes into GIS. 
  5. Prepare and manage Speed Limit database.
  6. Analyze traffic related items for deficiencies according to MUTCD regulations.
  7. Prepare work orders for field crews to repair traffic-related defects. 
  8. Assist with preparing grants for traffic safety improvements.
  9. Perform additional duties as required or assigned.
  10. Update the biennial road safety plan for use in the application for road safety grants and submit to the Washington State Department of Transportation (WSDOT).
  11. Submit the Highway Performance Monitoring System (HPMS) data to the County Road Administration Board (CRAB).

LICENSES AND OTHER REQUIREMENTS:

  1. Valid driver’s license required.

  2. Must successfully pass a background check and driving records check.

WORKING ENVIRONMENT / PHYSICAL ABILITIES: 

Work is performed both indoors and outdoors. Routinely stands, bends, sits, kneels and/or squats in awkward positions on hard surfaces for extended time periods: walking over uneven terrain while navigating ascending and descending slopes, walking for hiking several miles while on shift, climbing and/or crawling up or down inclines, stairs, ladders, etc. sometimes while carrying, pulling, pushing and/or lifting objects in excess of 50 pounds. Exposure to noise, fumes, chemicals and/or extreme weather conditions can be expected. Regular and punctual attendance is required and because of the nature of this position, duties must be performed during regular hours within the department. (no telecommuting)
